Specifically you asked:

“Please can you forward me details of penalty charge notices for ULEZ as a result of using “paylondoncharge” website or other alternative website for the last 24 months.”

TfL does not hold the requested information. We do not record how many ULEZ Penalty Charge Notices have been issued as a result of customers making charge payments through unofficial payment websites.
