Please can you provide all details of consultations undertaken in regard to the removal of the cycle lane on Euston Road, and assurance/proof of compliance with TFL’s consultation procedures. Please include a copy of your consultation procedure for changes of this type.

Thank you for your request received by Transport for London (TfL) on 6th October 2022 asking for information about the removal of a cycle lane on Euston Road.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

Please can you provide all details of consultations undertaken in regard to the removal of the cycle lane on Euston Road, and assurance/proof of compliance with TFL’s consultation procedures. Please include a copy of your consultation procedure for changes of this type.”

As an emergency response to the Covid-19 pandemic we introduced a programme of changes across London to aid safe social distancing and to enable people to walk and cycle more often, as an alternative to using other forms of transport. The Euston Road scheme was included in this programme and comprised a temporary westbound and eastbound cycle lane, together with a number of additional supporting features.  

A temporary traffic order was introduced under Section 14(1) of the Road Traffic Regulation Act 1984, to accommodate these temporary changes to Euston Road. As a temporary scheme there is no statutory requirement for TfL to undertake consultation before implementing or removing it. However, leading up to the removal of the temporary scheme we did conduct an extensive period of engagement with local residents, the Local Authority, and local stakeholders. This ensured the local community understood the impact this scheme was having on the local road network.  During this engagement period we gathered and shared our emerging data relating to the schemes impact on cycling rates, bus journey times and general traffic journey times on Euston Road.
