Thank you for your request received by Transport for London (TfL) on 31st August 2019 asking for information about Congestion Charge payments and fines.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

What is the breakdown for money generated by TFL through the Congestion Charge broken down into money raised by payments and money generated through fines?”.

I can confirm that we hold  the information you require. The table below details payments received from both Congestion Charge daily purchases and from Penalty Charge Notice (PCN) payments for the last full financial year (01/04/2018 to 31/03/2019). Congestion Charge income has been spent on improving transport in line with the Mayor’s Transport Strategy in areas such as bus network improvements, improving the quality of roads and bridges, road safety plans, cycling initiatives and improved pedestrian access on roads.
