However, I do note, you have not answered or made mention of the other questions I asked, namely
The system you use which can identify non payment of vehicles which have entered the zone can it seems be easily tweaked to identify vehicles which have not entered the zone but for which a charge has been paid. Why is this not done? Especially for persons who retrospectively pay a charge!
Which part of the Congestion Charging Order 2004 specifically rules out refunding someone who pays the charge in error? (Rather than who pays in advance for a 'season' ticket' and subsequently requests a refund)”

Thank you for your further request of 4th October 2022 asking for information about the Congestion Charge.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Your questions are answered in turn below:
Question 1: The system you use which can identify non payment of vehicles which have entered the zone can it seems be easily tweaked to identify vehicles which have not entered the zone but for which a charge has been paid. Why is this not done? Especially for persons who retrospectively pay a charge!
Answer: This is not a request for recorded information under the terms of the Freedom of Information Act. That said, there are no current plans to change the system to allow us to do this and there is no requirement for us to operate this facility.
Question 2: Which part of the Congestion Charging Order 2004 specifically rules out refunding someone who pays the charge in error? (Rather than who pays in advance for a 'season' ticket' and subsequently requests a refund)?
Answer: The scheme order (https://content.tfl.gov.uk/consolidated-scheme-order-may2019.pdf) outlines how we must run the Congestion Charge and which charges are refundable. Legally we must refund these charges. It does not outline which charges are not refundable and therefore does not specifically state that charges paid in error are not refundable
