Thank you for your request received by Transport for London (TfL) on 10 November 2020.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIRs) and our information access policy.  I can confirm that we hold some of the information you require. You asked:

There are no plans to extend the Central London Congestion Charing zone.

The Ultra Low Emission Zone (ULEZ) will be extended to North/South Circular from 25 October 2021. We do not hold postcode data for the new boundary yet. 

3.  The total number of cars registered in both areas split between both areas and

4.  The number of cars in each area that are Euro4 or Euro 6 compliant

The Society of Motor Manufacturers & Traders (SMMT)data for petrol and diesel cars registered in the central ULEZ and expanded ULEZ (minus the central ULEZ), correct at the end of 2019 (the latest period we have data available) shows the following volumes of cars compliant and non-compliant with the ULEZ standards;

Please note that the compliant vehicle volumes are for cars only and exclude electric vehicles. Please be aware that some of these vehicles may be registered in the respective areas but based elsewhere, such as for major fleets or leasing companies. Compliance is assessed by applying the ULEZ criteria and using the Euro status of vehicles assigned by the SMMT. Note that this is different to the operational process we use to assess ULEZ vehicles, which is based upon the actual recorded emissions of each vehicle, where available.

It should be noted that these compliance estimates are different to the figures for daily non-compliant vehicles estimated to be travelling within the ULEZ and expanded area. That figure refers to vehicles circulating in the relevant zone, of which a large proportion of traffic originates from outside the zones, and not vehicles registered in the area.
