Consultation with LB Enfield on changes to bus route 125

In their answer to my FOI request in July 2018, the London Borough of Enfield stated that it had no record of having been consulted by TfL on the proposed changes to bus route 125 (extension to Colindale, accompanied by a reduction from 6 to 5 bph in daytime frequency). This is odd as the London Borough of Barnet commented extensively, so some boroughs were consulted.
Could you please confirm that Enfield was not consulted on this proposal. Alternatively, if they were consulted please provide me with whatever document was sent to the borough?
I am aware that TfL consults on any route change, however trivial, but feels it has no obligation to consult on much more significant frequency changes. However, in this case, the consultation coupled the extension and frequency reduction together, so full consultation should be carried out.

Thank you for your request received by Transport for London (TfL) on 7 September 2018 asking for information about bus route consultations. I apologise for the delay in replying to you.
Your request has been processed in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you requested. You asked:

London Borough of Enfield was consulted about the proposed changed to bus route 125. Please see attached the correspondence that was sent to stakeholders.
Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
