You asked

In your management of Confestion Zone charges, you state that all chargeable routes are clearly signposted. Please can you provide a map showing where each sign is located. I can only find on your site a map of the charging zone, not where this is signposted to the public. I would also like to know how many complaints have been made about the congestion charge fines, where people have claimed to be unaware of the charge. If possible, it would be useful to have three years information split into specific date ranges. Finally, could you provide a copy of the license that allows you to charge in a Congestion Zone, with the full conditions that this license has been granted under.

Thank you for your request received by Transport for London (TfL) on 21 September 2017 asking for information about Congestion Zone charges. I apologise for the delay in replying to you.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our Information Access Policy. I can confirm we do hold some of the information you requested. You asked:

In your management of Congestion Zone charges, you state that all chargeable routes are clearly signposted.  Please can you provide a map showing where each sign is located. I can only find on your site a map of the charging zone, not where this is signposted to the public.

We do not hold a map detailing the location of every sign.  

I would also like to know how many complaints have been made about the congestion charge fines, where people have claimed to be unaware of the charge. If possible, it would be useful to have three years information split into specific date ranges.

When a motorist receives a PCN they have a statutory right to challenge the penalty by making a representation to us. The table below details the number of PCNs per month where a representation has been made on the grounds that the recipient of the PCN was unaware of the Congestion Charge or how it operated.

On 26 September we introduced a new service provider to run our Congestion Charging service for us and therefore we only have reliable data from the start of October 2016.
