Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy.  You asked:

What enforcement is TFL doing to make sure that drivers don't leave their engines running when stationary? How many fixed penalty notices have you issued for this, under the Road Traffic (Vehicle Emissions) (Fixed Penalty) (England) Regulations 2002?

Unfortunately we do not hold the information you have requested. TfL does not have enforcement powers to issue fixed penalty notices to bus drivers for leaving their engines running. London boroughs have enforcement powers for air quality issues so I would recommend you contact them for this information.

Although we have no legal powers, we supervise and monitor the busiest bussed areas, such as bus stations, and ask drivers to switch off their engines where necessary. Bus operators additionally provide guidance on minimising emissions, such as through smart driving and switching off, and their garages display posters on these subjects as a constant reminder.

On some newer buses, the engine management systems allow the bus to switch off automatically if the vehicle is stationary for about a minute, and these type of buses will represent a higher proportion of our fleet over time. We are also introducing much cleaner buses to London so harmful emissions of individual buses can fall by as much as 80 per cent. Around half the fleet is at this level now, and the rest will follow between now and 2020. We want to achieve a zero emission fleet as quickly as possible and the Mayor’s Transport Strategy envisages us getting to that point no later than 2037.
