I request information regarding the construction contracts awarded for the construction of the Crossrail line. (1): Can you provide me with the latest projected final costs of all contracts that have yet to complete on Crossrail? Can you also provide me with the values given for these contracts when they were awarded? (2): Can you provide me with the expected completion date of all 65 contracts covering the construction of the line? Can you also provide me with the actual completion dates of all completed Crossrail contracts? (3): Can you provide me with a full breakdown of costs for C412 and C620 contracts as of 31 August 2018?

Thank you for your request received on 4 September 2018 asking for information about the contracts awarded for the construction of Crossrail.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked:
 
1. Can you provide me with the latest projected final costs of all contracts that have yet to complete on Crossrail? Can you also provide me with the values given for these contracts when they were awarded?
2. Can you provide me with the expected completion date of all 65 contracts covering the construction of the line? Can you also provide me with the actual completion dates of all completed Crossrail contracts?
3. Can you provide me with a full breakdown of costs for C412 and C620 contracts as of 31 August 2018?
 
In relation to your requests for the values at award of contracts that have yet to complete on Crossrail and the actual completion dates of all completed Crossrail contracts, a spreadsheet showing contract award values and the actual completion dates for all completed contracts was provided to you in September last year, in response to your previous request for information dated 11 August 2017. Please find this information attached for ease of reference.
 
In relation to your other requests, in accordance with the FOI Act, we are not obliged to supply the requested information as it is subject to a statutory exemption to the right of access to information under section 43(2).
 
Crossrail Limited’s (CRL) forecast of the final cost of on-going contracts reflects our assessment of the likely outcome of commercially sensitive issues with the contractors which are currently under management by CRL’s delivery and commercial teams. The expected completion dates for on-going contracts and CRL’s forecast of the final cost of on-going contracts also depends on the resolution of these issues.
 
The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned.  In this instance, it is considered that factors in favour of disclosure, such as the general public interest in transparency and openness, are outweighed by the public interest in CRL being able to effectively manage the remainder of the Programme so as to obtain best value when spending public money.
 
In accordance with the FOI Act, the information requested is also being withheld as it is subject to a statutory exemption to the right of access to information, under Section 22 of the Act. CRL will publish full details of the final cost of all contracts, including C412 and C620, at the conclusion of the Crossrail Programme.
 
This exemption is also subject to a public interest test, which requires us to assess whether the public interest in applying the exemption outweighs the public interest in disclosure. In this instance, it is considered that the public interest favours the publication of this information, in context and according to the pre-determined schedule, rather than in response to your request, to ensure the information is provided accurately and in an accessible manner.
