Thank you for your request received by Transport for London (TfL) on 16 August 2019 asking for information about ULEZ PCNs.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked:
CAN YOU PLEASE PROVIDE A DAILY BREAKDOWN OF THE NUMBER OF ULEZ PENALTY NOTICES THAT HAVE BEEN PAID RELATING TO THE ABOVE PERIOD.
As we explained in our previous response (Ref: FOI-0715-1920), as the ULEZ scheme was new between 8 April and 10 May we issued warning notices rather than PCNs.
The below table details the amount of PCNs paid by drivers who were issued a fine for non-payment of the ULEZ daily charge between 11 May and 8 June.

Our PCNs are payable at £130, reduced to £65 if paid within 14 days.
The below table details how many ULEZ PCNs issued between 11 May and 8 June have been paid at £80, how many have been paid at £160 and how many remain outstanding.

CAN YOU ALSO PROVIDE A BREAKDOWN OF THE NUMBER OF PCN'S THAT ARE NOT IN A LONDON POSTCODE.
PCNs are issued to the registered keeper of a vehicle as held by the Driver and Vehicle Licensing Agency (DVLA)
When the vehicle which incurred the penalty is on hire or lease the penalty will be sent to the hire or lease company rather than the driver. Therefore the postcodes below do not necessarily indicate that the driver is based outside of London.
The below table shows a breakdown of how many PCNs we issued for non-payment of the ULEZ daily charge split between postcodes within and outside of London. For the purposes of this response London postcodes are referred to those registered within the 32 London boroughs.
