We answered
TfL Ref: FOI-1489-2223
Thank you for your request received by Transport for London (TfL) on 21 September 2022, asking about rules for manual driving on London Underground trains.
Your request has been considered in accordance with the requirements of the Freedom of Information Act (FOIA) and our information access policy. I can confirm that we hold the information you require.
The rules for automatic and manual driving are covered by the Rule Book which London Underground drivers are given during their training.
However, the rule books are exempt from disclosure under sections 24 (National Security) and 38 (Health and Safety) of the FOIA. The rules books are internal documents designed to be used by operational staff in the running of the London Underground. They contain sensitive information about the operation of the network which could be of use for anyone seeking to research or plan an attack or to cause disruption to the network. More information on the use of these exemptions is explained here.
However, some information on how London Underground trains can be driven manually if automatic train operation fails, is explained in this published FOI response here.
