Please provide a full list of station pairs where TfL anomalously charges the Zone 1 pay as you go fare (£2.40 at any time) for a journey that is actually a Zone 1-2 journey (ie one of the stations is actually in Zone 2). Please also provide any details on the decision not to publish or promote the existance of these special fare arrangements. The only way they can be found is through a manual search in the singe fare finder. Examples of this fare anomoly that can be seen using the single fare finder are: - Shoreditch High Street to Haggerston - Waterloo to Oval - Highbury & Islington to Kings Cross St Pancreas - Euston to Chalk Farm - Baker Street to Swiss Cottage

Thank you for your request received by Transport for London (TfL) on 14 October 2021 asking for a list of zone 1-2 station pairs where TfL charges the Zone 1 PAYG fare.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require.

Please find attached a spreadsheet showing the TfL-priced journeys between stations in zones 1 and 2 that are charged at a zone 1 fare.

These pricing arrangements were introduced for paper tickets in the 1980s (with the introduction of a zonal charging mechanism for travel on the London Underground) and continued with the introduction of Oyster PAYG. We do not hold information on the history of ticketing prior to the creation of Transport for London in 2000 (or the methods by which pricing initiatives were explained to customers). We also do not hold any information regarding any decision not to publish or promote the existence of these special fare arrangements - we have ensured that where possible the prices for journeys made on the rail network in London are shown on the Single Fare Finder on the TfL website. The Fares Posters displayed at LU stations include single fares on a zonal basis, but also say that the fares are a general guide (therefore not specific).
