We answered

Our ref: FOI-1484-1920/GH

Thank you for your request received by Transport for London (TfL) on 18 August 2019 asking for information about ULEZ.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

  1. If a non exempt vehicle e terms the zone as it has been directed to do so because of roadworks or similar,is a penalty charge levied?

When a diversion is in place on our network we temporarily disable our enforcement cameras for the duration. As long as the diversionary route in place is followed, a Penalty Charge Notice (PCN) should not be issued.

  2. Is this waived if a representation is made?

We consider each representation on a case by case basis. If a driver explains they were diverted into the charging zone, we will cancel the PCN upon the receipt of clear evidence being provided.

  3. How many instances of this have there been

We have accepted three representations under these circumstances.

If you have an enquiry or complaint in relation to a specific PCN, please get in touch directly at [email protected].

If this is not the information you are looking for please do not hesitate to contact me.

If you are not satisfied with this response please see the attached information sheet for details of your right to appeal.
