Dear Sir/Madam, I would like some data on the Ultra Low Emission Zone (ULEZ) that launched in London on 8th April 2019: 1/ How many drivers have paid a ULEZ charge since launch? (and do you have the numbers broken down by month (Apr, May, June, July, Aug)?) 2/ How much money has been made from the ULEZ since launch? (and do you have the amounts broken down by month?) 3/ Do you have the figures for 1/ and 2/ broken down by vehicle types (cars, motorbikes, vans, lorries, minibuses etc) 4/ How many ULEZ penalty notices (PCN) have been handed out since launch? (Do you have these broken down by month?) 5/ How much has been made from PCNs since launch? (Broken down by month since launch, if possible) 6/ How many drivers have received more than one PCN? 7/ How many PCNs (and total in (£)) has the worst offender incurred for not paying the ULEZ charge?

Your request has been processed in accordance with the requirements of the Environmental Information Regulations (EIRs) and our information access policy. I can confirm we do hold the information you requested. You asked:

1. How many drivers have paid a ULEZ charge since launch? (and do you have the numbers broken down by month (Apr, May, June, July, Aug)?
2. How much money has been made from the ULEZ since launch? (and do you have the amounts broken down by month?)

The Ultra Low Emission Zone (ULEZ) charge is payable at two rates:

The ULEZ Low charge is £12.50 for most vehicle types, including cars, motorcycles and vans (up to and including 3.5 tonnes).

The ULEZ High charge is £100 for heavier vehicles, including lorries (over 3.5 tonnes) and buses/coaches (over 5 tonnes).

The following table details the number of charges purchased per month between 8 April and 31 August 2019 broken down by high and low category:

3. How much money has been made from the ULEZ since launch? (and do you have the amounts broken down by month?).

London’s toxic air is a public health crisis and we’re committed to tackling it. The introduction of the ULEZ is not about making money, but about improving the health and wellbeing of thousands of Londoners. Any money received from the ULEZ is reinvested into improving the transport network – including its roads, cycleways, buses and tube – and making London’s air cleaner.

The table below lists the total revenue raised per month from charges purchased between 8 April and 31 August 2019, broken down by high and low category.

These figures do not take account of the costs of running the scheme and therefore shows revenue raised rather than net income.

5. How many ULEZ penalty notices (PCN) have been handed out since launch? (Do you have these broken down by month?)

As the ULEZ scheme was new, between 8 April and 10 May we issued warning notices rather than PCNs.

The table provided here shows how many PCNs we issued per month for non-payment of the ULEZ daily charge between 11 May and 31 August.

The table below demonstrates the total revenue raised per month from Penalty Charge Notices issued between 11 May and 31 August 2019 broken down by high and low category.

31,783 drivers have received more than one PCN for non-payment of the ULEZ daily charge between 11 May and 31 August.

7. How many PCNs (and total in (£)) has the worst offender incurred for not paying the ULEZ charge?

The worst offending driver has received 81 PCNs for non-payment of the ULEZ daily charge between 11 May and 31 August.
