Thank you for your requests received by Transport for London (TfL) on 30th October 2020 asking for information about TfL salaries and mask enforcement.

Your requests have been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

I can confirm that we hold the information you require. Your questions are answered in turn below:

Case ref FOI-1480-2021:

Question 1: How many mask enforcement officers are employed my tfl?

TfL does not employ officers solely to enforce face covering regulations. Approximately 500 TfL enforcement officers are involved in routine face covering compliance and enforcement related activities. This includes Transport Support and Enforcement Officers, Operations Officers and Revenue Control Inspectors.  This activity is complemented by enforcement staff working for TfL’s contracted services as well as with the British Transport Police (BTP) and Metropolitan Police Service Roads and Transport Policing Command to improve compliance.

Question 2: What are the powers of your tse officers?

Our Transport Support & Enforcement Officers operate as authorised officers under powers contained within the byelaws applicable to TfL services, namely: Tramlink Byelaws, Tramlink (Variation) Byelaws, TfL Railway Byelaws & TfL Road Transport Premises Byelaws, in addition to face covering enforcement, which TfL officers can enforce under the legislation referenced below:

Question 3: How much are tse officers paid?

£27,270 rising to £30,805 after 1 year (plus shift allowance up to 15%, as appropriate based upon the working pattern)

Question 4: Can tfl revenue protection inspectors from trams tube and bus enforce mask wearing and issue fpn’s?

All TfL authorised officers can enforce face covering regulations under the face covering legislation referenced in answer to Question 2.

Question 5: How many fines has tfl issued for passengers not wearing mask?

Between 4 July 2020 and 30 October 2020, 532 FPNs have been issued.

Please note that FPNs are not issued on the spot. Passenger details are taken at the time and the FPN is issued by TfL’s Investigation and Prosecutions Team

Question 6: How many people have tfl taken to court for not wearing mask?

TfL have issue 60 Postal Requisitions to people scheduled to appear in the Magistrates Court on 13th November 2020. We have recently been provided some additional Magistrates Court hearing dates by HMCTS and are currently preparing additional cases for Court and will issue more Postal Requisitions in due course. All cases where face covering related FPN’s have been issued by TfL but not paid by the due date will be reviewed and considered for prosecution in accordance with Crown Prosecutors guidance.
