1. We note, from a press article, that Transport for London (“Tfl”) have appointed a consultant, Arcadis, in order to solicit designs for a bridge in relation to what Tfl describe as the Rotherhithe Crossing. According to Tfl procurement policy, in order to have engaged a consultant, Tfl must have reached procurement stage. Therefore according to policy Tfl must have:- a) Defined business needs b) Developed a business case c) Set strategy and agreed specification Our first request, therefore, is to ask for the information relating to a) to c) above and to request a copy of the contract appointing Arcadis. 2. Our second request is for you to disclose to us the cost analysis of the three crossing options which were under consideration i.e. ferry, bridge, tunnel. 3. Our third request is for Tfl to supply the information, which it has said it has, concerning single stop tube journeys in London. Please confirm the number of single stop journeys between Canada Water jubilee station and Canary Wharf jubilee station. Within the above, please confirm:- a) the number of passengers whose journey commenced at Canada Water (i.e. they did not transfer from train or bus etc). b) the number of passengers who were continuing their journey, having originally commenced their journey using the overground or the bus. In respect of b) please provide information as to what further analysis is available in respect of where those passengers commenced their journey from. E.g. the number of passengers whose journey commenced at Norwood Junction etc Please confirm the next five highest number of single stop journeys on the underground by way of comparison. 4. Please provide the minutes of the workshop meetings relating to the Rotherhithe Crossing.

Thank you again for your email received by TfL on 11 September 2017. You have asked for information about the Rotherhithe Crossing.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. I can confirm that we hold the information you require.  Your request and our response are as follows:

This request comprises four parts.

1. We note, from a press article, that Transport for London (“Tfl”) have appointed a consultant, Arcadis, in order to solicit designs for a bridge in relation to what Tfl describe as the Rotherhithe Crossing.

According to Tfl procurement policy, in order to have engaged a consultant, Tfl must have reached procurement stage. Therefore according to policy Tfl must have:-

a) Defined business needs

b) Developed a business case

c) Set strategy and agreed specification

Our first request, therefore, is to ask for the information relating to a) to c) above and to request a copy of the contract appointing Arcadis.

Arcadis has been appointed through TfL’s Multidisciplinary Framework to undertake technical scoping activities for the crossing, which includes supporting analysis work (e.g. estimating). 2. Our second request is for you to disclose to us the cost analysis of the three crossing options which were under consideration i.e. ferry, bridge, tunnel.

TfL has undertaken significant cost analysis work as part of developing options for the new crossing including measured estimates, benchmarking and sensitivity analyses. This is still subject to significant variation as the project develops and TfL is still exploring funding opportunities, as well as considering the most appropriate means of procurement for the scheme. Publishing any detailed cost analysis may jeopardise TfL’s ability to negotiate competitively with the market (e.g. suppliers would know our expected price) or secure third party funding (e.g. potential contributors would know our target and TfL’s available funding).

We recognise the need for transparency and that the public are entitled to know how much of TfL’s budget we expect to spend on this project. Appropriate information has recently been published as part of the Performance Investment Committee (PIC) papers from the meeting held on 13 October 2017,  and our upcoming consultation.  You can access the report here: https://tfl.gov.uk/corporate/publications-and-reports/programmes-and-investment-committee. We will not disclose certain information regarding costs/finances as this could prejudice our position to secure external funding or negotiate competitively with the market. Some information is available in the PIC paper as above. We will also be publishing significant work on our options assessment and business case as part of a public consultation planned for early November (likely starting 6th-13th).

In accordance with the EIR, we are not obliged to supply some of the information as it is subject to a statutory exception to the right of access to information under Regulation 12(5)(e). In this instance the exception, which protects the confidentiality of commercial or industrial information where such confidentiality is provided by law to protect a legitimate economic interest, has been applied to the detailed financial information contained within the document, as the information is confidential and disclosure at this time would be likely to prejudice our commercial interests.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, particularly where the expenditure of public money is concerned, but in this instance the public interest in ensuring that we are able to obtain the best value for public money outweighs the general public interest in increasing transparency of our processes.

Our RODS (Rolling Origin Destination Survey) data is collected from Tube passenger information.  It does not incorporate information on the other modes of transport used to begin their journey by passengers before they joined the London Underground at Canada Water, for example London Overground or bus. We do not hold the information about where these journeys originated and therefore we cannot answer parts a) and b) of your request. 4. Please provide the minutes of the workshop meetings relating to the Rotherhithe Crossing. Please also note that this information has been requested previously by individuals and has not been forthcoming. This is why we are heading up this message as a Freedom of Information Request and are sending it from a wide group of people so that you can be in no doubt that this information is required by a number of people. Some of us who attended the workshops were advised that this information would be made available so we see no reason why it has not been provided so far.

Comprehensive minutes were not taken, as the sessions were not part of our formal consultation engagement; however our team captured themes and points raised to help inform our project team at the early stages of the scheme. This report summarises some of the key themes. We would encourage residents with an interest in the crossing to submit a formal consultation response, when it opens this autumn. All workshop attendees will be contacted when the consultation launches and made aware of the drop-in consultation exhibitions in the local area.
