Good afternoon, I have been asked by a director colleague at WSP to see if I can ascertain the total population of vans and lorries that use the LEZ and what proportion do not meet the emissions standard and have to pay a daily charge. Would this be something you can help with.

Thank you for your email received by us on 1 September 2017 asking for information about the Low Emissions Zone (LEZ).
Your request has been considered in accordance with the requirements of the Environmental information Regulations and our information access policy. I can confirm that we hold the information you require. You asked for:
The total population of vans and lorries that use the LEZ and what proportion do not meet the emissions standard and have to pay a daily charge. Would this be something you can help with.
The operation of the London Low Emissions Zone is split into two phases:
Phase Three effects larger vans (1.205t unladen weight – 3.5t Gross Vehicle Weight), minibuses (under five tonnes with more than eight passenger seats) and other specialist vehicles which need to meet a Euro III Standard for particulate matter in order to drive within the LEZ without charge.
Phase Four applies to lorries (over 3.5t Gross Vehicle Weight), buses and coaches (over five foot with more than eight passenger seats and other specialist heavy vehicles which need to meet a Euro IV standard for particulate matter to drive within the LEZ without charge.
We record the number of vehicles and compliance rates per week. The following table shows the average number of effected vehicles entering the LEZ on a weekly basis between January and September 2017 alongside the number of those vehicle which do not comply with the required emissions standards.
