Thank you for your request received by Transport for London (TfL) on 16th October 2020 asking for information about challenges to penalty charge notices.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Specifically you asked:
“How many challenged PCN have been received on a daily basis between 1st Aug 2020 – 10th Oct 2020. How many challenged PCN are reviewed on a daily basis between 1st Aug 2020 – 10th Oct 2020. How many challenged PCN are rejected on a daily basis between 1st Aug 2020 – 10th Oct 2020.”
In order to challenge a Penalty Charge Notice (PCN) the recipient must first submit a representation to us. If the representation is accepted the penalty is cancelled. If we reject the representation the penalty remains outstanding although there is a further right of appeal to an Independent Adjudicator at London Tribunals. The attached spreadsheet shows the number of Congestion Charging PCNs issued on each day between 1st August 2020 and 10th October 2020 along with the number of representations made against those penalties, and the outcome of the representation (note that you may need to expand the width of some columns to read the data in full). As a motorist has 28 days to submit a representation the numbers may increase over time.
