'Safer junctions' safety studies

You asked

In 2017 TfL released a list of the 73 junctions in the Capital with the worst safety records (https://tfl.gov.uk/info-for/media/press-releases/2017/april/new-roads-targeted-in-updated-safer-junctions-programme), including a commitment that "19 junctions will undergo new safety studies". Could you please disclose a list of which of these have had safety studies completed and which have not been completed? And for those completed, can you please disclose a copy of each relevant report/study? Please let me know if there are any questions or issues. Thank you for your request received on 22 August 2018 asking for information about the Safer Junctions Programme.
 
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm we hold some of the information you require.
 
The Safer Junctions programme was launched in April 2017 by the Walking and Cycling Commissioner, Will Norman, pledging a new approach to delivering safety improvements for pedestrians and cyclists across the Capital.
 
Immediately following the launch, investigative work commenced at the 19 junctions where new collision studies were to be carried out. To inform opportunities for potential improvements, at all 19 locations, Healthy Streets checks have been completed, site visits have taken place with key internal stakeholders and thorough reviews of previous design work have been undertaken. Internal and external staff resources have been mobilised and a Safer Junctions Programme Board has been established. In June 2018, additional funding to carry out feasibility design on the 19 new locations was approved. 
 
Following a review of the collision data and previous safety investigations, it was decided that three locations – Hyde Park Corner / Park Lane, Hogarth Lane / Burlington Lane and Pentonville Road / Islington High Street would require more transformative improvements. These three sites consequently require detailed and ambitious Outcome Plans.
 
In accordance with the EIR, we are not obliged to supply our proposed plans for the following junctions:
 
• Hogarth Lane/Burlington Lane
• Pentonville Road/Islington High Street
• Hyde Park Corner/Park Lane
 
These plans are subject to a statutory exemption to the right of access to information, under regulation 12(4)(d) of the EIR. In this instance the exemption has been applied as the information you have requested is incomplete. These plans have been drafted in conjunction with key internal stakeholders, but the documents are yet to be finalised. When the documents are formally issued, these can be requested.
 
This exemption is subject to a public interest test, which requires us to assess whether the public interest in applying the exemption outweighs the public interest in disclosure. In this instance, it is considered that the public interest favours the disclosure of this information, in context and according to the pre-determined schedule, rather than in response to your request, to ensure the information is provided accurately and in an accessible manner.
 
Additionally, the Engineering Brief for Brixton Road/Atlantic Road is also being withheld under regulation 12(4)(d). The collision study is currently in progress, therefore the document is still incomplete.
 
Since February 2018, work at 11 of the junctions has been accelerated and feasibility design is underway. High level programme details can be viewed in the Mayor’s Vision Zero Action Plan, published on our website http://content.tfl.gov.uk/vision-zero-action-plan.pdf. TfL will announce more detail around specific delivery dates, when they are confirmed later this year.
 
We will not be producing Engineering Briefs for the following junctions as the scope of the Safer Junctions work has been incorporated into other projects: 

• High Road (N15) / Seven Sisters Road: Improvements at this junction are currently being investigated as part of the feasibility design work for the new cycle route between Camden and to Tottenham Hale. Construction work on this route is scheduled to commence in late 2019 (subject to consultation).
• Holloway Road / Parkhurst Road: Improvements at this junction are currently being investigated as part of the feasibility design work for the new cycle route between Camden and Tottenham Hale. Construction work on this route is scheduled to commence in late 2019 (subject to consultation).
• Arthur Street / King William Street / Monument Street:  This junction was closed in March 2015 and is not planned to reopen until 2021. Local traffic patterns have also been altered as a result of the Bank junction closure by City of London. Whilst a collision study will be carried out to understand the collision trends, a longer term plan will need to be established following the construction of several local major developments. This will ensure that the future road layout meets the requirements for the anticipated future pedestrian and cycle demand.
• Kingsland Road / Whiston Road / Nutall Street: A cycle improvement scheme was recently implemented at this junction and the collision record is being monitored on the TfL’s Traffic Accident Diary System to ascertain if further interventions under the Safer Junctions programme are required. 
• Kingsland Road / Balls Pond Road / Borough Boundary: To expedite delivery of the proposed improvements, this junction will be reviewed and incorporated into an existing TfL project along the A10 corridor.
