Rotherhithe Bridge consultation - Enhanced Ferry costings

You asked

Following the recent announcement from TfL that the Enhanced Ferry crossing option between Rotherhithe Peninsula and Canary Wharf was no longer being considered, the costing details are no longer commercially sensitive. As a result the previous TfL comment "In accordance with the FOI Act, we are not obliged to supply the specific information you have requested as it is subject to a statutory exemption to the right of access to information under section 43(2). This is because disclosure of the information you have requested is likely to negatively affect our commercial interests" no longer applies. Therefore please provide a detailed analysis of the following costs of the Enhanced Ferry (all from the consultation paper): 1) detail behind the £30m capital cost (NPV 2016) 2) detail behind the annual operating, renewal and maintenance costs of £2.4m (NPV 2016) 3) detail behind the Net Financial Effect of £75m - £120m (NPV 2016) 4) detail behind the costs used in the BCR of £100m - £163m

Thank you for your request received on 20 August 2018 asking for information about the enhanced ferry costings associated with the Rotherhithe to Canary Wharf Crossing Consultation.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. We do hold the information you require.

In accordance with the EIR we are not obliged to supply the specific information you have requested as it is subject to a statutory exemption to the right of access to information under regulation 12(5)(e). This is because disclosure of the information you have requested is likely to prejudice our commercial interests.

Whilst we have provisionally selected a bridge as the preferred crossing option, we have not at this stage discounted a ferry. Therefore as we have not yet made a final decision, releasing the information behind our capital cost and our assumptions around the operation and maintenance costs for a ferry would limit our ability to negotiate with land owners and contractors and potentially prevent us securing best value were this option to be pursued.

The use of this exception is subject to an assessment of the public interest in relation to the disclosure of the information concerned. Whilst we recognise the need for openness and transparency by public authorities, particularly around major projects, we feel that there is a greater public interest in ensuring that our commercial interests are protected to ensure that we continue to be able to obtain best value for money in ongoing and future projects.
