These proposals are described on the following Transport for London consultation webpage: https://consultations.tfl.gov.uk/cycling/236252e4/ Can I please request the latest schedule/programme information for these proposals, covering any current activities and through to completion of construction? If there is no current schedule/programme for the construction of the proposals, can I please request information giving the reasons why these proposals are not on schedule/programme, e.g. the latest progress report document? Can I also please request the latest drawing giving an overview of the proposed layout including any post-consultation changes?

Thank you for your requests received on 1 September 2017 asking for information about Cycle Superhighway 11.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. We do hold the information you require.

As outlined on the Cycle Superhighway Route 11 consultation webpage, we are currently working with stakeholders to agree the best way forward for the Regent’s Park section of the route, and will publish an announcement on this and the rest of the scheme in due course. There is no current confirmed schedule for the sections to the south of Swiss Cottage which you have enquired about, but an announcement will also be made on this once a way forward has been agreed.

In accordance with the EIR, we are not obliged to supply the latest drawings as they are subject to a statutory exception to the right of access to information under Regulation 12(4)(d) , which provides that a public authority may refuse to disclose information to the extent that a request for it relates to material which is in the course of completion, to unfinished documents or to incomplete data.

In this instance the exception has been applied as the requested drawings are still being drafted. Following the consultation we are still reviewing the proposed layout and this work has not yet been finalised.

This exception is subject to a public interest test, which requires us to assess whether the public interest in applying the exception outweighs the public interest in disclosure. In this instance, it is considered that the public interest favours the finalisation of the drawings, once all relevant factors can be taken into account, rather than the disclosure of information which does not accurately reflect any amendments that might still be made.
