Police mobile camera vans in Richmond and Kingston boroughs

Dear Sir or Madam, I am enquiring about the mobile speed enforcement vans Transport for London fund in conjunction with the Metropolitan Police. (1) These vans are deployed regularly in Kingston upon Thames whilst do not appear to be used at all in Richmond upon Thames. (2) Please, could you give an explanation of why this is so? Who is involved in the decision making process on where these vans are deployed and what input, if any the local councils have. (2) Please, could you provide the number of times these vans have been used in both boroughs in each of the past three years. If this is too complicated to work out - an indication of the use levels instead.
