Under the freedom of information act 2000, I request all frequencies used by the Network Management Control Centre, and all frequencies used by iBus service control centres.
We answered

Thank you for your request received by Transport
for London (TfL) on 1 August 2019 asking for information about our iBus and Network Management Control Centre (NMCC)
Radio Frequencies.
Your request has been considered in
accordance with the requirements of the Freedom of Information (FOI) Act
and TfL’s information access policy.
I can confirm TfL does hold the information you require.
However, in accordance with the FOI Act, we are not
obliged to supply any of the information as it is subject to a statutory
exemption to the right
of access to information under section 38 (Health & Safety). For
safety and security reasons we cannot disclose the exact frequencies used
by the
London’s bus network or the NMCC.
In this instance the exemption has been applied as
disclosure of the information you have requested would be likely to
adversely affect bus and network
operations or responses to incidents and consequently the safety
and security of TfL employees and members of the general public. Any
third party with the appropriate equipment and knowledge of the requested
information could listen in or even intercept communication between buses
/ tube trains and emergency responders/control.
Although we in no way suggest that you would
use this information for anything other than your own personal interests,
disclosure of this
document under the FOI Act would be regarded as a disclosure to
‘the public at large’. This information could potentially be obtained
and
utilised by individuals who may wish to use this detailed level
of information to cause disruption or harm to the London’s transport
network.
The use of this exemption is subject to an assessment of
the public interest in relation to the disclosure of the information
concerned. TfL
recognises the need for openness and transparency by public
authorities, but in this instance the public interest in applying the
exemption, in
order to minimise risks to operational resilience, safe operation of the transport
network, the welfare of staff and members of the general public,
outweighs the public interest in disclosure.
