We answered
Our Ref: FOI-1281-2122
Thank you for your request received on 15 September 2021 asking for information about how many direct appointments have been made under TfL’s Resourcing Direct Policy.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.
Direct appointments are not the normal selection method for TfL. Any hiring manager considering this option must ensure that the following points are taken into account:
• As with all recruitment and selection at TfL, decisions need to be fully justified and recorded demonstrating the match between a candidate’s competence and the individual selected for the job in question. Direct appointments should not be made if there is insufficient information about the job or individual. • The impact on equality targets needs to be considered by the hiring manager. • Succession plans need to be checked to see whether other employees should be considered or other selection methods such as referring to previous recruitment campaigns should be used.
Some direct appointments are processed to convert longstanding secondees into permanent positions or fixed term contracts for example. Direct appointments require the review and signature of the relevant Human Resources Business Partner, the Director or relevant Managing Director of the business area and also the Human Resources Director.
Please find the requested information attached. From the beginning of 2020/21 to the date of your request, direct appointment applied in 178 requisitions (roles) involving 225 candidates.
If this is not the information you are looking for, or if you are unable to access it for some reason, please feel free to contact me.
Please see the attached information sheet for details of your right to appeal.
Yours sincerely
