• What are the contractual performance KPI's for this contract?
• Will you be tendering again in 2024?
• Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages • Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date • Start date & duration of framework/contract?
• Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?
• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
• Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
• Who is the senior officer (outside of procurement) responsible for this contract?

Thank you for your request received by Transport for London (TfL) on 19 July 2024 asking for information about Mobile Services procurement.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
• What are the contractual performance KPI's for this contract? Please refer to the Published Redacted contract(s):
• Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages Information relating to bidders who applied, and were unsuccessful is deemed commercially sensitive and exempt from disclosure under section 43(2). In this instance the section 43(2) exemption has been applied as disclosure would, or would be likely to prejudice the commercial interests of these companies.
The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, particularly where the expenditure of public money is concerned, but in this instance the public interest in ensuring that we are able to obtain the best value for public money outweighs the general public interest in increasing transparency of our processes.
Lot 1-Corporate Services was awarded to Vodafone. Lot 2 M2M was awarded to VMO2.
• Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date There is no actual spend to date. Please refer to the Contract Award Notices for the value of the contract(s). Links in this response.
• Start date & duration of framework/contract? Lot 1-Corporate Services:Contract Start Date:31 August 2024. Service commencement (contract start date) is for an initial 3-year term, with the option of up to an additional 2 years. For completeness, with the extension of 2 years, the contract end date will be 30 August 2030. Lot 2 M2M: Contract Start Date: 18 December 2023. Service commencement (contract start date) is for an initial 7-year term, with the option of up to an additional 7 years. For completeness, with the extension of 7 years, the contract end date will be 17 December 2037.

• Who is the senior officer (outside of procurement) responsible for this contract? We would not provide an individual employees name, but we do not understand this part of your request, as contracts are the responsibility of our procurement team.
