I am writing to you under the Freedom of Information Act 2000 to request the following information.
I am after information relating to the Ultra Low Emissions Zone operated by TfL, requiring vehicle operators which do not conform to the rules to pay a fee when entering the area operated by the Zone.
In particular, are you able to provide me with:
1) The number of non-compliant vehicles that have entered the zone since 8 April 2019 when the zone launched
2) The total revenue generated from fees by non-compliant vehicles entering the zone since the launch of the Ultra Low Emissions Zone
If possible, can you provide a yearly breakdown of figures.

Thank you for your request received by Transport for London (TfL) on 19th August 2022 asking for information about the Ultra Low Emission Zone (ULEZ).
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Specifically you asked:

In answer to question 1, please note that our quarterly ULEZ Fact Sheets (available in the Finance, Operations and Performance section of our website at https://tfl.gov.uk/corporate/publications-and-reports/ultra-low-emission-zone) include details about compliance rates, charges paid and penalty charges issued since the scheme was first implemented in 2019. Yearly data can be calculated from the information provided in those Fact Sheets. Please note a small number of non-compliant vehicles may be eligible for a discount or exemption from the daily charge. More information is available on our website at: https://tfl.gov.uk/modes/driving/ultra-low-emission-zone/discounts-and-exemptions. If a relevant daily ULEZ charge is not paid, we may issue a Penalty Charge Notice (PCN). In accordance with section 21 of the FOI Act, we are not obliged to supply you with a copy of the requested information as it is already accessible to you elsewhere. In answer to question 2, ULEZ income and expenditure is published by financial year in our Annual Reports and Statements of Accounts, which are available on our website at https://tfl.gov.uk/corporate/publications-and-reports/annual-report. As such, we do not report revenue by calendar year. However, the table below shows the value of ULEZ charge and PCN payments we have received between 8 April 2019 and 25 August 2022.
