Thank you for your request received by Transport for London (TfL) on 12 September 2021 asking for information about the refurbished Bakerloo line train colour scheme and design.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You asked for the documents or report that assessed the refurbished Bakerloo line train colour scheme and design against the Rail Vehicle Accessibility Regulations (RVAR).

Please see attached which is the latest document held on this.

By way of background, the Bakerloo line external colour scheme has not changed. Internally, the colour scheme uses a base interior colour found across London Underground fleets and ‘Oxide Red’ for the Bakerloo line accents. The attached document [72TS Aesthetic Concept Issue 1.3] shows the RAL code for the coloured surfaces and their contrast to adjacent areas using the Light Reflectance Value (LRV). RVAR requires a minimum 30 point contrast between adjacent critical surfaces and interior colour schemes are assessed against this standard.

For wider RVAR compliance, the train is directly assessed against RVAR 2010 and derogations, where required or requested are consulted with stakeholders as part of the submission. Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
