You asked

I am looking to find a contract between Oberon Public Ltd and what you were previously know as Highways England. This is regarding 2 hoardings located along the North Circular Road on the boundary of The Brookdales, Bridge Lane, Hendon, London, NW11 9JU. Please see this link below for the location of the hoardings. The hoardings are located on the clockwise side of the North circular, one where bridge lane meets the North Circular Road. Thank you for your request received by Transport for London (TfL) on 9th August 2022 asking for information about hoardings located on the North Circular.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

I am afraid that TfL does not hold the requested information. There is no record held of these being TfL panels. The first image does not appear to be on TfL land. The second image shows an illegal panel, for which there will be no contract or planning permission. Finally, for clarity, note that Highways England is now National Highways, and that this is a different organisation to Transport for London.
