Thank you for your email received by us on 30 July 2018 asking for information about salaries in relation to various employee positions in the Road User Charging directorate.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked for the following:

The Road User Charging directorate has recently undergone a restructuring exercise and I have been successful in securing a new role within this structure.

As a result I would be grateful if you could provide the following information as requested under the Freedom of Information Act.

I have enclosed 4 job descriptions above.

For each job description (or as a whole band 3 layer) please could I have the following information:

• Top salary in post
• Lowest in post
• Average in post

Please see the following table listing the average salaries for two of the roles based on a full time equivalent salary. Please note that the minimum and maximum salaries have been withheld in accordance with s40(2) of the FOI Act as there are fewer than six people in the roles listed below, which would mean the specific individuals are highly identifiable given the low numbers concerned. As potential disclosure of such personal data would be a breach of the DPA, specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful, it would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 of the Data Protection Act which would make the processing ‘fair’.

I can advise both the Performance Manager and Performance Manager – Operations roles are currently vacant and therefore we do not hold the information you have requested for these positions. However, if the roles were fulfilled the salary information would also be withheld in accordance with s40(2) of the FOI Act as there would only be one person in each role thereby making it easier to identify the specific individuals. Again, disclosure of such personal data would be a breach of the DPA, specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 of the Data Protection Act which would make the processing ‘fair’.
