After reading a web page called Taxileaks it mentions a letter from Mr Leon Daniels of TFL to Mr James Thomas in connection to the Transport Act 1985. The letter was dated 30 September 2014 could you kindly provide a copy to me.

Thank you for your requests,  references as above, received by Transport for London (TfL) on 14 and 16 August 2017 respectively, asking for information about Taxi vehicles appeals, licence revocations, and for a copy of the letter from Mr Leon Daniels of TFL to Mr James Thomas in connection to the Transport Act 1985.  I am also writing in response to your FOI request received via the Information Commissioner on 12 August 2017, ICO Case Reference Number FS50694750 refers, (our ref ICA012/1299-1718). A summary of these requests is as below:

1176-1718 - Since the 19/7/17 could you confirm how many Taxi vehicles appeals have been booked. Could you also confirm the number of Taxi vehicles licence suspension’s and revoked since the 19/7/17.

ICO Case Reference Number FS50694750 ICA012 / 1299-1718 - In the pass five years how many Taxi and Private Hire Drivers have had their licence suspended with immediate effect after being arrested and released without charge by the Police. Could you kindly break the figures down on a yearly bases and by driver type. How many were allowed back to work after a reconsideration hearing with TFL staff.

Could you also explain how the decision is taken to suspend a licence Taxi or Private Hire Driver.

Your requests have been considered in accordance with the requirements of the Freedom of Information Act and our Information Access Policy.

Unfortunately, to provide all of the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

For ICO Case Reference Number FS50694750, we would need to go through every revocation in the last five years manually to extract this information, which on its own would exceed the appropriate limit.

Whilst you are not obliged to request specific documents, the nature of your requests means the process of searching for this information would be significantly burdensome and to respond to your requests would considerably exceed the limit.

To help bring the cost of responding to your request within the £450 limit, you may wish to prioritise the information you have requested and make a single request on a topic, rather than several requests in a short period of time.

As this overall cost exceeds the £450 limit, we are therefore applying Regulation 5(1) of the Freedom of Information (FOI) and Data Protection (Appropriate Limit and Fees) Regulations 2004, which permits us to take into account requests made by the same person which relate, to any extent, to the same or similar information.

Please note any further requests that we receive within a 60 working day timeframe may also be subject to consideration under Section 12 of FOI.
