You asked

In an article on changes to the congestion zone TFL wrote... https://consultations.tfl.gov.uk/policy/private-hire-charge-exemption 'We have found that average delays to journeys within the zone have been increasing. This is partly because there are an increasing number of vehicles entering the zone which are exempt from the charge or which receive a 100 per cent discount. Currently, only around 50 per cent of the vehicles entering the zone during charging hours are liable to pay the full amount.' Are you able to provide figures per year that show the estimated number of vehicles entering the zone since it's introduction to date, the increase in average journey delays and the number of vehicles in the zone that receive the full discount?

the increase in average journey delays

and the number of vehicles in the zone that receive the full discount?

Exempt vehicles are those which are not subject to the daily Congestion Charge i.e. buses, motorbikes. 100 per cent Congestion Charge discounted vehicles are those which first need to register with us to receive this discount. i.e. for the Blue Badge Discount and for Ultra Low Emission Discount. Full details can be found on our website here: https://tfl.gov.uk/modes/driving/congestion-charge/discounts-and-exemptions. The attached table depicts both the average unique vehicle volumes that are exempt and the average unique vehicle volumes that are registered with us to receive a 100 per cent discount.

Furthermore, our online fact sheets depict the exact amount of active Congestion Charging Discounts (not vehicles). These can be viewed here: https://tfl.gov.uk/corporate/publications-and-reports/congestion-charge
