I am writing to request some information in relation to the Vauxhall Cross Gyratory project to return the one way road system into a two-way road system, we at BakerHicks are interested in this future opportunity. I would be grateful if you could provide us with further information in relation to the areas requested in the below table, we have put the format below together for ease of providing the information which we hope will work well for yourselves. Please note the information we require is: • Procurement Route: i.e., if the opportunity will be procured as Design & Build, PPP, Design-Bid-Build, Alliancing or following any other model; and if the procurement will take place through a specific framework or other means; • Estimated Project Timeline : estimated date of when the opportunity is planned to be awarded to D&B contractor or Designer for Design-Build-Build, etc • Estimated Project End Date: estimated end date • Capital Cost: estimated capital cost known at the present time • Project stage: Current stage of the project (Eg. Thank you for your request received by Transport for London (TfL) on 2nd August 2022 asking for information about the Vauxhall Cross Gyratory.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

I can confirm that we hold some of the information you require. Your questions are answered in turn below:
Question 1:  Procurement Route: i.e., if the opportunity will be procured as Design & Build, PPP, Design-Bid-Build, Alliancing or following any other model; and if the procurement will take place through a specific framework or other means;
Answer: The Procurement route is still under consideration. However, it is anticipated that TfL will utilise an existing internal framework with the intention to let a two stage Design & Build Contract. 
Question 2: Estimated Project Timeline : estimated date of when the opportunity is planned to be awarded to D&B contractor or Designer for Design-Build-Build, etc
Answer: There are no firm dates at present.  TfL anticipates an award 20 weeks from issue of the ITT, but this is indicative and subject to change.
Question 3: Estimated Project End Date: estimated end date
Answer: This is subject to funding and other ongoing commercial discussions. We had previously planned to start construction in 2023, but Covid and the resulting financial constraints have delayed work. Construction is expected to last for 18-24 months.
Question 4: Capital Cost: estimated capital cost known at the present time
Answer: The information is exempt from disclosure under section 43(2) of the Freedom of Information Act, on the basis that to release it would prejudice TfL’s commercial position. Releasing the information would indicate the money we are planning to spend, which would likely result in higher tender returns. The use of this exemption is subject to a consideration of the Public Interest Test, to determine whether the greater public interest rests in applying the exemption and withholding the information, or in releasing it in any case. We appreciate the need for openness and transparency in the operation of our business, and the fact that you have requested the information is in itself an argument for release. However, in this instance we believe the overall balance of public interest lies in the exemption applying, in order to ensure that TfL secures the best value for public money in procuring the works.
Question 5: Project stage: Current stage of the project (Eg. SOBC, detailed design, contractor procurement, etc)
Answer: The project is currently at the Concept Design stage.
Question 6: Designers Involved to Date: the incumbent designers who supported yourselves to develop the project up to this moment in time
Answer: TfL Engineering have developed the Concept Design in-house. Some Professional Services (Architectural / Surveys) to help inform TfL’s Concept Design have previously been provided from TfL’s supply chain.
