When was the CCTV camera installed on Cardigan Street.
If travelling to Cardigan Street from Elephant and Castle via Kennington Lane and heading towards Vauxhall, please confirm where the relevant warning signs are before making the first right turn after 211 Kennington Lane.
Please provide the information relating to the issue of penalty charge notices on Cardigan Street on a month by month basis from 1 January 2020 to date.
Please provide the information relating to tickets issued during the extended hours on a month by month basis.

Thank you for your further request received by Transport for London (TfL) on 29th August 2021 asking for information about congestion charging.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. Your questions are answered in turn below:
Question 1: When was the CCTV camera installed on Cardigan Street?
The camera was installed in 2002 prior to the Congestion Charging scheme being introduced in February 2003.
Question 2: If travelling to Cardigan Street from Elephant and Castle via Kennington Lane and heading towards Vauxhall, please confirm where the relevant warning signs are before making the first right turn after 211 Kennington Lane.
Cardigan Street has been located within the Congestion Charging zone since the start of the scheme in 2003. It is not possible to drive into Cardigan Street from Kennington Lane as this is a one-way street leading out of the zone. There are ‘No Entry (except cycles)’ signs located on both sides of the junction of Kennington Lane with Cardigan Street. When travelling from Cardigan Street on to Kennington Lane, drivers pass a ‘Congestion Charging Zone Ends’ sign advising them they are leaving the zone.
The first right turn after 211 Kennington Lane is into Courtenay Street. Clear signage and road markings are in place at this junction advising drivers they are entering the zone. Please see the attached diagram showing the location of the signs and road markings.
Question 3: Please provide the information relating to the issue of penalty charge notices on Cardigan Street on a month by month basis from 1 January 2020 to date.
Our cameras may capture a vehicle multiple times on its journey through the zone. However, we only retain the images from one camera site for the purposes of issuing a Penalty Charge Notice (PCN). Please see the table below for the number of PCNs issued using images from our cameras in Cardigan Street for non-payment of the Congestion Charge. Any driver who receives a PCN has the right to challenge it by making a representation to us and, if we reject the representation, by then appealing to the independent Adjudicator:

With regards to PCNs issued during extended hours, note that these extended hours began on the 22 June 2020, transitioning from 7am-6pm Monday – Friday to 7am-10pm Monday – Sunday. The requested data for the extended hours only (i.e. from 6pm -10pm Monday to Friday and 7am-10pm at weekends) is provided in the tables below:
