Please answer the following questions as a request under the Freedom of Information Act 2000. 1. With regard to the Freedom of Information request number FOI-2421-1617, I note that as of 19 July 2017, 66.4% of PCNs were issued to the owners of vehicles registered to postcodes outside of the London area. Please could you confirm whether this statistic is still approximately accurate. 2. Of these PCNs, what percentage are appealed? 3. What is the percentage of congestion charge payments made by owners of vehicles registered to postcodes outside of the London area?

Thank you for your letters received by Transport for London (TfL) on 25 July 2018 asking for information about Congestion Charging.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require.

FOI-1150-1819

  1. With regard to the FOI request number FOI-2421-1617, I note that as of 19 July 2017, 66.4% of PCNs were issued to the owners of vehicles registered to postcodes outside of the London area. Please could you confirm whether this statistic is still approximately accurate.

     

     

    The proportion of Congestion Charge PCNs issued to owners of vehicles registered to postcodes outside of the London area has remained the same at 66% (based on contraventions in 2017.

     

  2. Of these PCNs, what percentage are appealed?

     

     

    Of the Congestion Charge PCNs issued to owners of vehicles registered to postcodes outside of the London area, 0.6% of these PCNs have had an appeal lodged against them.

     

     

  3. What is the percentage of congestion charge payments made by owners of vehicles registered to postcodes outside of the London area?

We do not hold postcode information relating to Congestion Charge payments – there is no requirement for us to capture this information, particularly as many of our Congestion Charge payments are made anonymously.

  1. With regard to the FOI request number FOI-2421-1617, I note that TfL states that it does not record how many first-time users of the congestion zone are issued with PCNs. How many vehicles entering the congestion zone for the first time – which, for the purpose of this request, can be defined as vehicles whose number plates have not previously been captured by the congestion area cameras – belong to owners who are subsequently issued with PCNs for that visit? Please provide both a quantity and that quantity expressed as a percentage of all PCNs issued.

     

     

  2. How many of these vehicles defined in question 1 are registered to owners who are not registered as using or owning any other vehicle that has used the TfL congestion zone? Again, please provide the answer both as a quantity and as that quantity expressed as a percentage of the total quantity arising from question 1.

     

     

  3. Of vehicles referred to in question 2, how many are registered to postcode outside the London area? Again, please express this answer as both as a quantity and a percentage.

For questions 1-3, we are not able to answer this due to the large data volumes involved in compiling this information. On average, our cameras capture images of over 100,000 unique vehicles every day. Therefore, it’s impossible for us to look at this data at individual Vehicle Registration Mark level, across multiple years in order to identify vehicles that are entering the Congestion Charge zone for the first time.
