I would like to know all information regarding the pilot PCN network, as detailed on pages 150 and 151. Section 6.4, 6.5, 6.6. This request is specifically regarding the pilot and not the "core" tender underway. Please provide any and all information you hold on these areas, including but not limited to: 1) Was the committee approval alluded to in 6.5 given? 2) What is the legal review, and what is the status of it? 3) Which MNOs have been contacted, or have expressed interested in the PCN pilot? 4) Which stations, lines or any TfL property been selected for the pilot 5) What are any or all of the criterion of selecting both the MNOs and the areas of TfL property that will be covered by the pilot? 6) How many staff members are working on the pilot currently? As mentioned, as this is outwith of the main TED procurement by its nature, this should not be considered commercially sensitive.

Thank you for your request received by Transport for London (TfL) on 17th July 2019 asking for information about the pilot PCN as part of Telecommunications Commercialisation Project.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. Your questions are answered in turn below:

Question 1) Was the committee approval alluded to in 6.5 given?

Answer: Yes.

Question 2) What is the legal review, and what is the status of it?

Answer: An internal legal review relating to the funding request.  This has completed and funding has been approved.

Question 3) Which MNOs have been contacted, or have expressed interested in the PCN pilot?

Answer: We are in discussion with all four UK MNOs - Vodafone, O2, 3 and EE.  All have expressed an interest in participating in the Pilot.

Question 4) Which stations, lines or any TfL property been selected for the pilot

5) What are any or all of the criterion of selecting both the MNOs and the areas of TfL property that will be covered by the pilot?

Answer: We are not selecting any MNOs; we want all four MNOs to participate.  Using the Jubilee line for the pilot was based on a combination of infrastructure delivery considerations and wanting the pilot to cover a >10 min customer journey that also connected with an above ground section of the line.

Question 6) How many staff members are working on the pilot currently?

Answer: Approximately 10 FTE currently although the number will vary over the duration of the project.
