Please can you let me know how much has been erroneously raised in charges by TFL over the last 5 years by charging previous owners of vehicles using the TFL Autopay function?

Thank you for your request received by us on 2 August 2022 asking for information about the Ultra Low Emissions Zone (ULEZ) and Congestion Charges.
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. You asked:
how much has been erroneously raised in charges by TFL over the last 5 years by charging previous owners of vehicles using the TFL Autopay function?
How much of that has been refunded?
The Auto Pay service is self-managed by the account holder and it is they who add and remove vehicles from their account. The Terms and Conditions of the service make it clear that the account holder is liable for payment for any chargeable journeys which are made by vehicles listed on their account. An account can have up to five vehicles registered on it.
We do not record who the owner of a vehicle on an Auto Pay account is and therefore we do not know if an account holder is the previous keeper of a vehicle on their account. In light of this we do not hold the requested information.
