Follow-up to 2600-1920: I appreciate it has been some time since your response, but due to current circumstances I now need the information I originally requested. Further to my request, the information I requested has not been provided, as I did not ask for the roles to be separated, I made it clear (in both requests and in previous clarification) that I want the whole HF team combined. I need this whole team spread to challenge on-going decisions. Can you advise, if I need to: 1) Re-request the information I require, due to the delay. 2) follow the complaints process, as I requested this several times and not got what I wanted. 3) or undertake step 1 and then followed by step 2 as unlikely to succeed in getting the information I requested. Thank you for your request received by us on 10 July 2019 asking for information about the provision of assessment scores following Engineering transformation in relation to your previous requests (references: 1885-1819, 2600-1819)

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You asked for the following respectively:

1082-1920
I made it clear (in both requests and in previous clarification) that I want the whole HF team combined. I need this whole team spread to challenge on-going decisions.

2600-1819
Provision of assessment scores following Engineering transformation.

Can you please provide me with the following for Engineering transformation (if too large and takes too much time this can be reduced to just central engineering):
1) the scores for band 3 engineering disciplines, for human factors and system safety, please combine both levels (senior and engineer)
If sufficient time etc.
2) Provision of other engineer disciplines for band 3 (combining senior and engineer but leader roles can be ignored)

1885-1819
1) For role and addendum (e.g. Senior Eng - Human factors, engineer - EMC, civil engineer etc)
2) Unclear, what the difference is between 1 and 2 below. But it would be useful to have the scores against pre-transformation roles ( Senior EMC ) and then the score afterwards for the role they attained (engineer communications).
3) If time allows please include band 2.

I can advise that to provide this information in the requested format you are seeking has been withheld in accordance with s40(2) of the FOI Act as it would be possible to calculate some of the data that was previously withheld in our previous response (reference:1885-1819). Providing this data would mean that specific individuals are highly identifiable given the low numbers concerned. As potential disclosure of such personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful, it would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 of the Data Protection Act which would make the processing ‘fair’.
