Thank you for your letter of 22nd June 2019 to our Customer Services team asking for information about Penalty Charge Notices issued under the ULEZ scheme.

The Freedom of Information elements of your request (questions 2-7 of your letter) have been passed to me for response. Note that your first question will be treated as a Subject Access Request under the Data Protection Act and has been passed to the relevant team to address.

I can confirm that we hold the information requested. However, we estimate that to provide it would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, and then locating, retrieving or extracting it from other information, would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described, equating to 18 hours work.

The information you have requested has not previously been compiled and to source it all would require the checking of individual records which could only be achieved at disproportionate cost. 

To help bring the cost of responding to your request within the £450 limit you may wish to consider narrowing or reframing its scope to focus on the information that is of most importance to you, so that we can more easily locate, retrieve and extract the information you are seeking.
