Dear Transport for London, Under the Freedom of Information Act 2000 and your information access policy, please could you provide me with evidence on: 1) The number of PCN’s issued for the following shared use loading bays/taxi ranks since they became taxi ranks: Stoke Newington Road (Birthday's Bar), Kingsland High St, 121 High Street, Hornchurch, 128 High Street, Hornchurch, Clapham High Street, High Road (Funky Mojoe), South Woodford and Kew Road (Richmond Station), Richmond. 2) The number of PCN’s issued for the same taxi ranks in July 2017, and from January 2017 to June 30 2017. 3) The number of PCN’s issued for the same addresses while operating as loading bays in July 2017, and from January 2017 to June 30 2017? If the FOI request limit has not yet been passed, could you also provide me with the following information on: 4) How much money have you collected in fines thus far from drivers for the taxi ranks since they became taxi ranks? 5) How many of the PCNs were contested for each? How many of these did you then cancel? 6) How many PCN appeals were sent for the taxi ranks since they became taxi ranks? 7) How many of these appeals were successful, and what are the reasons they where allowed? 8) How many of the PCN appeals are still pending?

Thank you for your request received on 31 July 2017 asking for information about penalty charge notices (PCNs) issued in taxi ranks.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked for:

We are the Highway Authority responsible for red route network. To facilitate the specific needs of drivers and businesses at certain locations, we have a small number of ‘dual purpose’ bays which operate as loading bays or disabled parking bays for part of the day and taxis bays at night. Statutory signage permitted by special authorisation from the Secretary of State is in place at all red route bays which clearly indicates the times and the reasons when stopping is allowed.

Enforcement activity is focused at key locations at peak hours when traffic contraventions cause more congestion, longer delays and further inconvenience other road users.

1. The number of PCN’s issued for the following shared use loading bays/taxi ranks since they became taxi ranks: Stoke Newington Road (Birthday's Bar), Kingsland High St, 121 High Street, Hornchurch, 128 High Street, Hornchurch, Clapham High Street, High Road (Funky Mojoe), South Woodford and Kew Road (Richmond Station), Richmond.

From the list you have provided, we have assumed you are referring to the following red route bays:

OPP 34-36 Stoke Newington Road N16. This bay operates as a loading bay between 10am-4pm when loading is permitted for a maximum of 20 minutes. Between 7pm-7am, the bay operates as a taxi bay when only taxis are permitted to stop. Vehicles are not permitted to stop in this bay at any other time or for any other reason. We commenced overnight enforcement of this taxi bay on 16 April 2015. Between that date and 31 July 2017, we issued 9,427 PCNs for contraventions between 7pm and 7am.

O/S 82-88 Kingsland High Street E8. This bay operates as a loading bay between 10am-4pm when loading is permitted for a maximum of 20 minutes. Between 7pm-7am, the bay operates as a taxi bay when only taxis are permitted to stop. Vehicles are not permitted to stop in this bay at any other time or for any other reason. We commenced overnight enforcement of this taxi bay on 11 December 2016. Between that date and 31 July 2017, we issued 128 PCNs for contraventions between 7pm and 7am.

O/S 134-152 Clapham High Street. This bay operates as a loading and disabled parking bay between 10am-7pm when loading is permitted for a maximum of 20 minutes or blue badge holders may park for a maximum of 3 hours. Between 7pm-7am, the bay operates as a taxi bay when only taxis are permitted to stop. Vehicles are not permitted to stop in this bay at any other time or for any other reason. We commenced overnight enforcement of this taxi bay on 24 April 2014. Between that date and 31 July 2017, we issued 9,439 PCNs for contraventions between 7pm and 7am.

We do not hold any information about the other bays you have listed because they are not on the red route and are therefore not managed by TfL.
2. The number of PCN’s issued for the same taxi ranks in July 2017, and from January 2017 to June 30 2017.
Between 1-31 July 2017, we issued 363 PCNs for contraventions between 7pm and 7am OPP 34-36 Stoke Newington Road N16.
Between 1-31 July 2017, we issued 26 PCNs for contraventions between 7pm and 7am O/S 82-88 Kingsland High Street E8.
Between 1-31 July 2017, we issued 376 PCNs for contraventions between 7pm and 7am OPP 134-152 Clapham High Street SW4.

Between 1 January – 30 June 2017, we issued 2,228 PCNs for contraventions between 7pm and 7am OPP 34-36 Stoke Newington Road N16.
Between 1 January – 30 June 2017, we issued 95 PCNs for contraventions between 7pm and 7am O/S 82-88 Kingsland High Street E8.
Between 1 January – 30 June 2017, we issued 1,060 PCNs for contraventions between 7pm and 7am OPP 134-152 Clapham High Street SW4.

3. The number of PCN’s issued for the same addresses while operating as loading bays in July 2017, and from January 2017 to June 30 2017?

Between 1-31 July 2017, we issued 4 PCNs for contraventions between 10am and 4pm OPP 34-36 Stoke Newington Road N16.
Between 1-31 July 2017, we issued 21 PCNs for contraventions between 10am and 4pm O/S 82-88 Kingsland High Street E8.
Between 1-31 July 2017, we issued 0 PCNs for contraventions between 10am and 7pm OPP 134-152 Clapham High Street SW4.

Between 1 January – 30 June 2017, we issued 31 PCNs for contraventions between 10am and 4pm OPP 34-36 Stoke Newington Road N16.
Between 1 January – 30 June 2017, we issued 66 PCNs for contraventions between 10am and 4pm O/S 82-88 Kingsland High Street E8.
Between 1 January – 30 June 2017, we issued 0 PCNs for contraventions between 10am and 7pm OPP 134-152 Clapham High Street SW4.

4. How much money have you collected in fines thus far from drivers for the taxi ranks since they became taxi ranks?
As at 31 July 2017, the total value of payments we have received for the PCNs referred to in Q1 above is £1,143,840.61.
All revenue generated by enforcement activity is reinvested in maintaining and improving the transport network.
5. How many of the PCNs were contested for each? How many of these did you then cancel?
As at 31 July 2017, we have received 5,282 representations against the PCNs referred to in Q1 above. 1,271 of the above PCNs have been cancelled. It should be noted however this does not indicate that 1,271 representations have been accepted as PCNs may be cancelled for other reasons.

6. How many PCN appeals were sent for the taxi ranks since they became taxi ranks?
7. How many of these appeals were successful, and what are the reasons they where allowed?
8. How many of the PCN appeals are still pending?
