Financial information about net income from bus lanes and parking

This is a request for information about financial data provided by the GLA (or probably TfL) to the Ministry of Housing, Communities and Local Government for their data sets on local authority revenue expenditure and financing. https://www.gov.uk/government/collections/local-authority-revenue-expenditure-and-financing In June 2018, estimates of expenditure for 2018-19 were published. Under the GLA line (Excel sheet 361) in the Revenue Account 2018-19 budget https://www.gov.uk/government/statistics/local-authority-revenue-expenditure-and-financing-england-2018-to-2019-budget-individual-local-authority-data these figures are shown for GLA under Highways and Transport: Bus lane enforcement: Net income of £23,600,000 Parking services – net income of £7,562,000 Figures under these headings have not appeared in previous equivalent tables eg budget for 2017-18 and actuals for 2016-17 for earlier years. Could I please have the income, expenditure and net income for each of these two categories for the actuals for 2014-15, 2015-16, 2016-17 and for budget 2017-18. I would be interested to know why you have only started reporting these figures for 2018-19. For bus lane enforcement could you show for each of the above years the number of penalty charge notices, the number discounted for early payment and the number issued and not paid a) because they were cancelled, b) because the sum could not be collected. I note from the figures published by London Councils https://www.londoncouncils.gov.uk/services/parking-services/parking-and-traffic/parking-information-professionals/information which includes bus lanes, that the number of PCNs issued by TfL for bus lanes were as follows. Thank you for your request received by Transport for London (TfL) on 11 July 2018 asking for information about bus lane and parking revenue.

Your request has been processed in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you requested. You asked:

Could I please have the income, expenditure and net income for each of these two categories for the actuals for 2014-15, 2015-16, 2016-17 and for budget 2017-18.

The below table shows expenditure and income, per category, per year as requested. Although 2017-18 actuals for bus lane enforcement were not specified in your request, we have included these for completeness.

For parking services, we have not provided 2014-15 data as this was not segregated within our internal reporting. Therefore it would breach the FOI cost limit to reconstruct this data in a consistent way with the other years.

For both items below, no figure was reported in the 17-18 budget for the same reasons, so we have provided the projected budget for those years.

I would be interested to know why you have only started reporting these figures for 2018-19.

In the previous years, all bus lane enforcement was consolidated in to Congestion Charging. Similarly, parking services was consolidated in to various categories.

The information requested is shown in the table below and we have again provided 2017/18 data for completeness.  The PCN report which is published annually by London Councils is compiled using data provided to them by each of the relevant London authorities. Legislation provides that we must accept the discounted rate if the PCN is paid within 14 days of service, however we have the discretion to accept a discounted payment at any time, therefore payment at the discounted rate does not indicate early payment.  While we can report on the number of PCNs paid at the discounted rate, we do not have the facility to report on the number of payments made within 14 days. To provide this information, we would need to check the date of payment within each individual PCN record which would exceed the cost limit.
