Thank you for your request received by Transport for London (TfL) on 10 July 2018 asking for information about Project Pontoon.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. You asked: Please provide details of Project Pontoon being run within your T&D department:-

1. money spent to date working on this project by all TfL staff and third parties

2. the scope of work for Project Pontoon

3. a summary of the business benefits of delivering Pontoon

4. a summary of the benefits to London road users of Pontoon

5. the name of the Managing Director sponsoring the delivery of Pontoon

6. a timeline for delivery of Pontoon

7.rationale for using the current delivery route for the Pontoon outcomes as opposed to using market suppliers

However, in accordance with section 43(2) of the FOI Act, we are not obliged to confirm or deny whether we hold the information you have requested. This is because disclosure of any information, if held, about reviews of business processes which we may be considering is likely to prejudice our commercial interests if it is disclosed to the wider public, which would include current and potential future contractors.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. Whilst we recognise that there is a public interest transparency, we feel that there is a greater public interest in ensuring that our commercial position is not hindered and therefore we’re able to achieve best value for public money in current and future dealings.
