I would be obliged under the FOI act if you could supply me TFLs stipulation on what constitutes an accurate fare estimate

Thank you for your email of 1st July 2019 asking for for information about private hire vehicle fares.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Specifically you asked:
“In the Private Hire Vehicles (London) (Operators' Licences) Regulations 2000 section 9 (Conditions) it states;

I would be obliged under the FOI act if you could supply me TFLs stipulation on what constitutes an accurate fare estimate.”
TfL does not hold a single stipulation of what constitutes an accurate fares estimate. Since the introduction of the Private Hire Vehicles (London) (Operators' Licences) Regulations 2000 TfL could potentially have corresponded with any private hire operator on the issue (there are currently over 2,200), and exactly what was said will depend on the specifics of each case. To source exactly what we may have told operators in the past could only be achieved by sourcing and reviewing each item of correspondence with them which, given the numbers involved, could not be achieved within the costs limit for responding to FOI cases of £450, as specified in section 12 of the FOI Act.
Under section 12 of the Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, and then locating, retrieving or extracting it from other information, would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described, equating to 18 hours work.
