Mental health illness, support and recovery Please advise how many senior band 4 and band 5 managers within TfL CCT directorate have been sick from work with a mental health illness of longer than 4 weeks in the last year. Please advise how many of these people by their managerial level have been able to return to their substantive or contractual role and are now back at work Please give responses as follows: 1) Band 5 Number of Band 5 sick for over 4 weeks with mental health illness: Number of Band 5 sick for over 4 weeks now returned to contracted role: Please give status of those who have not retuned eg X people currently signed off sick X people returned to lower Band role Etc 1) Band 4 Number of Band 4 sick for over 4 weeks with mental health illness: Number of Band 4 sick for over 4 weeks now returned to contracted role: By mental health illness, please include stress, anxiety, psychiatric illness and disorders. Thank you for your web request received on 20 July 2017 asking for information about mental health illness.

 

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

 

Customer Communication & Technology (CCT) is a new directorate and our systems used to record staff issues such as absence have not yet been updated to reflect the recent changes. Therefore, for your request we have used the structure of Customer Experience Marketing & Comms (CEM&C).

 

Mental Health is an illness hierarchy that is defined by Occupational Health, a list of illness categories is attached for clarification.

 

The criteria set out in your request is limited to senior managers who have been absent with mental health illnesses for over 4 weeks and either returned to their contracted role, returned to a role in a lower pay band, or who are currently signed off. We are unable to provide this information.

 

We do not confirm numbers for the criteria requested where the number is between zero and five. This is because providing a specific number may enable an individual to be identified by their colleagues. Personal data is exempt from disclosure under section 40(2) of the Freedom of Information Act where disclosure would breach the Data Protection Act (DPA), specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2, of the Data Protection Act which would make the processing ‘fair. Because information about an individuals physical or mental health is defined as Sensitive Personal Data, disclosure of information that might identify an individual’s physical or mental health would require the individual’s explicit consent.
