Hi, I am currently working on a research project on the effectiveness of the Ultra Low Emission Zone with my research question being: To what extent has the Ultra Low Emission zone been successful in reducing the harmful emissions in London? In order to evaluate the effectiveness of ULEZ, I hope to look at the effectiveness of ULEZ as a disincentive across different income levels.
Consequently, I was hoping to be able to access the number of people who commute into London from different boroughs over time (before and after the implementation of ULEZ) and whether they commute to London using public or private transport.
I was also hoping to be able to access the number of people paying the Ultra Low Emission Zone charge from different boroughs over time (before and after the implementation of ULEZ)

Thank you for your request received by Transport for London (TfL) on 6 August 2021 asking for data on effectiveness of Ultra Low Emission Zone.
Your request has been considered under the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we do hold some of the information you require.
Our ULEZ factsheets include information about how many people pay the ULEZ charge, the compliance rates for vehicles using the zone and the number of penalty charge notices that are issued. They can be accessed at https://tfl.gov.uk/corporate/publications-and-reports/ultra-low-emission-zone#on-this-page-7. We do not have a breakdown of ULEZ charges from different boroughs over time.
Our London Travel Demand Survey is a continuous household survey of the London area and has been running since 2005/06 with an annual sample of around 8,000 households. It captures information on households, people, trips and vehicles and therefore allows for detailed analysis of trip making and its relationship to socio-demographic factors over time.
