Thank you for your request received by Transport for London (TfL) on 14 July 2017 asking for information about Penalty Charge Notices. I am sorry for the delay in replying.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require.
When one of our contract bailiff companies collect a penalty payment on our behalf they submit the value of the Penalty Charge Notice (PCN) to TfL. Any additional fees collected, which are defined by legislation, are retained by the bailiff company.
Since the start of 2015 there have been 1245 occasions where one of our contracted bailiff companies have collected payment of a PCN on our behalf and TfL have subsequently refunded part or whole of the penalty payment collected.
All penalty payments refunded were as a result of TfL receiving correspondence from the customer or an out of time statutory declaration being received and accepted after paying the bailiff.

- We only hold the data from the start of 2015
- Penalties relate to PCNs issued for Congestion Charging, Red Routes and the Low Emissions Zone
