Thank you for your reply. I've been led to believe that around 3 years ago a consultant produced a report for TfL which included a recommendation (amongst other things) of stepped cycleways on Victoria St, and this is the report I was primarily hoping to get a copy of. It may be I've been misinformed about the existence of this report, but could you check?
