You asked

Dear TfL, In an excel workbook, please can you provide the following for the period start of June 2021 to end of June 2022? I would like to know the average number of vehicles entering the Congestion Charge zone for each hour of the day (during and outside operating hours), by vehicle type (whether paying or not). This can be provided as a weekday average and weekend average for each week. I have attached a suggested template as an example but I'm not wedded to this format. I'd also happily discuss the request by phone if its helpful to clarify / reduce resourcing required to respond to this request. I have submitted this as an EIR given this data is related to the high level of vehicle emissions that contribute to illegal levels of air pollution in the Congestion Charge area.

Thank you for your request received by Transport for London (TfL) on 12th July 2022 asking for information about the Congestion Charge zone.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

I would like to know the average number of vehicles entering the Congestion Charge zone for each hour of the day (during and outside operating hours), by vehicle type (whether paying or not). This can be provided as a weekday average and weekend average for each week.”

I am afraid that TfL does not hold the requested information. The most refined level of detail that we hold is on a daily rather than hourly basis, and we do not hold data for vehicle captures outside of charging hours as we do not need this information in order to operate the Congestion Charge scheme. Further, we cannot split data by vehicle type as we do not need to capture this information in order to operate the scheme.
