We answered

TfL Ref: FOI-0840-2223

Thank you for your further request received by Transport for London (TfL) on 6th July 2022 asking for information about the PSFW1 and PSFW2 framework agreements.

Your request has been considered in accordance with the requirements of the Freedom of Information Act  and our information access policy.

I can confirm that we hold the information you require. Your questions are answered in turn below.

“For the PSF1 framework, please refine the request to only show:
• Total actual spend on this framework by TfL from the start of the contract to the current date”
Answer: It is not possible to answer this question within the £450 costs limit for responding to FOI cases, as set out under section 12 of the Freedom of Information Act, further details of which have been provided previously. The exemption applies in this instance because the spending against the framework is not logged as such, and to source the information would require a manual trawl of purchase orders which could only be achieved at excessive cost. However, I can tell you that the total TfL/GLA Estimated Total Spend is £240m over 5 years.
“• Whether the authority has published details of the contracts awarded, if so, please share URL links to the notice (CF/TED/FTS preferred) and if not, explain why”
Answer: TfL does not hold this information as the URLs we have on record have since expired. That said, note that copies of previous ‘expired’ notices can be obtained directly from Tender Electronic Daily (TED), which is the online version of the 'Supplement to the Official Journal' of the EU – the website dedicated to European public procurement. You can use the link below to request the information directly from TED:

“For the second FOI relating to PSF2, please instead show:
• Total actual spend on this framework (and any sub lots) in the last 12 months”
Answer: The information is held by Financial Year. For the year 2021/22 the total actual spend was £47m.
