Our ref: FOI-0834-2324/GH Thank you for your request received by Transport for London (TfL) on 11 June 2023 asking for information about LEZ Penalty Charge Notices (PCNs) issued to foreign vehicles. Your request has been considered under the requirements of the Environmental Information Regulations (EIR) and our information access policy. I can confirm that we do hold some of the information you require. how many LEZ PCN have been issued for the 2021 -2022 on foreign registered vehicles.
There has been a total of 84,511 PCNs issued to non-UK vehicle owners for non-payment of the LEZ daily charge during 2021 and 2022. To put this into perspective currently 99.9% of small vans and minibuses, and 97.4% of large vans and lorries, meet the LEZ emission standards and do not have to pay the daily charge. Accounting for those few that are not compliant, over the same period we received 252,748 LEZ daily charge payments for both UK and foreign registered vehicles. What % LEZ PCN’s paid what % LEZ PCN’s cancelled? 2,544 have been paid which accounts for 3%. 993 have been cancelled which accounts for 1.2% What is the average time from alleged contravention to the date when the PCN’s received by the DRIVER’s We are unable to validate the date on which a PCN is received by the vehicle owner so do not hold this data.
