You asked

F/on from FOI-0719 Many thanks for your comprehensive and almost complete response to my freedom of information request. You have clearly understood my request and slightly improved on the presentation. I believe the only data request missing from my initial request was in Table 2 “the number of notices challenged”. I would also in addition if I may request data on the number of repeat offenders during the period. i.e of the 275396 notices issued what percentage had already received a penalty charge notice. Many thanks, and again I appreciate the effort made in your original response.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

The table below details the number pf representations we received against the PCNs issued in the said months.

With regards to the further query about repeat offenders, we do not record whether an individual has incurred more than one PCN. This is because they could incur a penalty in more than one vehicle.

We do record the number of penalties issued to a specific vehicle registration however this does not indicate that it is the same driver incurring the penalty. The keeper of the vehicle may have changed or it could be owned by a hire company, or other organisation, and be used by a number of different individuals.  

The 275,396 issued between 1 January and 30 April 2023 were incurred by 165,214 different vehicles. 38,062 of these vehicle incurred more than one PCN.  This represents 23% of all vehicle incurring more than one PCN.
